CLAIM

The line is Dianne Feinstein's, from an interview in Cosmopolitan magazine, October 1985, on the subject of women running for public office.

MECHANISM
THE ATTRIBUTION — ACCEPTED

The popular version is an abridgement. Verbatim: "When you get in there and push for a lot of new things all at once and don't get them, you don't just leave. You have to commit, be a team player, learn the rules of the game. And then you have to play it better than anyone else." The cut removes "commit", "team player" and "it" — and with them the sense: she is talking about staying inside a system, not about beating everyone.
